Glasgow City Council will carry out a full survey of all pavements in Glasgow to find out where we can use new legislation for restricting footway parking, double parking and parking at dropped kerbs. The results of this survey will be communicated as appropriate.

    Now that there is legislation, which becomes operational in December, 2023, almost all of the city should be immediately declared ‘no pavement parking zones’. There should be a period of awareness raising before implementation and when the media ‘platform’ drivers objecting, GCC should insist on a right to respond at the time or as soon as possible thereafter. Once implemented, in the early period any vehicles breaking the rule should be notified and warned. Subsequent offenders should be required to attend awareness classes. After an introductory phase, fines and impounding should be enforced. In areas, such as Drumry Road East, laid out in days before mass car ownership, there must be engagement with local people on how to resolve things in the specific place. Solutions might include improving the frequency of public transport and the subsidising of ticketing.

      Thank you for your comments. We will be phasing this in during 2024, initially with a focus on dropped kerbs and double parking. Whilst this phase is being introduced, we should be well on the way to completing a full survey of Glasgow's streets to ensure we deploy our resources where they will have maximum impact in terms of vulnerable road user safety i.e. outside schools. You may have seen the campaign to promote the new legislation on TV and social media; hopefully this will raise awareness of the issue. As you say, a period of warnings is a great idea, but will be followed up by strict enforcement.

      GCC must make use of this new legislation ASAP across as many streets as possible. No more delays in the implementation should be accepted.

        Thank you for your comments, the legislation will be implemented in phases across the city to ensure our valuable resources are deployed where most required. It's not so much to do with delays, but more to do with making sure we strike a balance between strict enforcement and allowing communities to have their say.

        "Will carry out"? Why has the survey not already been completed? Has it at least started? I don't see why it needs to wait for the legislation to come into force first, hasn't the content been known for a long time? Anyway I really want to believe this will make a difference but given how endemic illegal parking already is across the city I have serious doubts. It's not just pavement parking that needs to be tackled, people routinely park at/in junctions, on double-yellows, on zigzags etc. Most drivers don't care where they park as long as it's as close as possible to their destination, it's going to take a strict, sustained level of enforcement to start getting it through to them that it isn't acceptable to dump their car wherever they can find space for it. Happy to be proven wrong but I'd be surprised if things are much different this time next year.

          Thank you for your comments, the survey and back office preparation began before the legislation was passed on 11 December 2023. We intend to begin with a phased approach, targeting dropped kerb and double parking , followed by ad hoc enforcement in identified areas. Thereafter, enforcement will take place city-wide, however, there will be some exemptions made where necessary.

          With GCC to undertake a survey of all pavements in the City and Suburbs - my concern is the obvious considerable delay this will cause before enforcement penalties can be handed out. Another impediment is the lack of Traffic Wardens responsible for discharging these penalties. Considering this law was enacted in 2019, with a delay of 4 years to sort out enforcement procedures - how much longer will it be before pavement/dropped curb/and double parking offences will be enforced?

            These matters do take time to introduce and although the legislation was enacted in 2019, it was only implemented on 11 December 2023. During that period Glasgow has been implementing a back office (which will also support other local authorities), deployed a city wide survey and recruited additional staff to cope with the expected rise in the number of FPN's issued. Dropped kerb and double parking will start early 2024 followed by ad hoc and area wide enforcement. This legislation will make a difference and will be strictly enforced to protect our most vulnerable road users.

            Yeah just to reiterate like other commenters that people who use pavements in Glasgow are desperate for the pavement parking ban to be enforced! Walking around with my kid in a pram is just a ridiculous obstacle course. Free storage of private vehicles all over our public space is just so embarrassingly, obviously prioritising drivers over everyone else. We need to stop letting people take up this much public space selfishly, with such obvious negative effect.

              Thank you form your comments, Glasgow is committed to prioritising vulnerable road users as outlined in our various transport, active travel and road safety strategy documents to 2030. Cars have been around for a while, and its just a case now of persuading people that there are now more viable, healthier and environmentally friendly options which are far cheaper than car ownership.

              In our Community Council Area where there is a dearth of parking we would strongly support restricting footway parking, double parking and parking at dropped kerbs.

                I support this if the presumption is against pavement parking. If its primary focus is to allow parking on pavements as a perceived "necessary evil" then I ask what is the point?

                  Thank you, the purpose of the legislation is to provide suitable powers to Parking Attendants to allow them to provide support to local communities and other road users to address inconsiderate and dangerous parking.

                  This legislation has to be applied on a street by street basis with clear signage as a 100% ban won't satisfy the safety of both pavement and road users. Each street is unique; volume of traffic, volume of pedestrians, speed limits, width of pavements, width of roads, traffic calming measures etc.

                  Completely blocking pavements is dangerous and not acceptable but there are instances where it's actually the best all round solution for pedestrians, road users and residents. Targeted local consolation with residents and businesses needs to take place to find the right solution for each area.

                  A blanket ban may help in some areas (City Centre) where alternative transport options and parking are available but it will create additional problems in residential areas further out of the City Centre where this type of parking is the safest available option to all. A ban in some areas will lead to parking on more main / heavier traffic roads which will impact traffic flow and safety.

                    Pavement parking is an issue that needs to be tackled as well as parking on double yellow lines, near junctions etc. It needs to be enforced otherwise it will just continue. Parking outside schools also needs urgent action.

                      Thank you for your comments, enforcement of the new legislation will commence in March 2024 and will initially focus on dropped kerbs and double parking, thereafter it will expand city wide. We currently enforce parking outside schools and the new legislation will help support existing powers.

                      The issues of pavement parking, parking availability, traffic flow and speeding cars in residential streets needs to be genuinely engagement from the Council. These are all issues in our street and (knowing the parking plans for the area were due for revision) we submitted a letter and petition of neighbours' signatures to the Council in June 2021 hoping to become engaged in a discussion about these matters. As yet we have had no reply.
